Are you using SQL Authentication or a Managed Service Identity with AD Password authentication?

If you are adding any user with AD authentication, you need to be signed in as the AD Administrator, not SQL Admin. Not sure if this applies here.

All SQL Authentication is to master database but AD Auth is to an external provider, usually Azure AD.
