Well, if you publish your application, your network can browse the site using its url. Say your ip is 192.168.1.11
and you publish a site to this IP to port 80, the network users can connect

http://192.168.1.12/
to get the website unless you block the http port using firewall.

There is in general no special option to configure IIS. Just install it and do it as you are doing in Windows Server 2008.
