Would appreciate some advice regarding a system I have inherited. This is a sharepoint install as part of a TFS server. The sites can't be seen but the admin site on a different port is OK.

In the admin pages I can see (in quotas and other screens) 5 sites. When I select one, the box remains "No selection" and I can't do anything on that site.

Also when I run

C:\Program Files\Common Files\microsoft shared\Web Server Extensions\15\BIN>STSA
DM.EXE -o enumsites -url http://fedecks

I get

This server was migrated to a new domain a while ago. However it has worked since then, I believe all that has maybe caused this is the old domain being deprecated.

From your description, the site collections in a web application are broken.

Can you access the site collections after you migrate to a new domain?

If not, try to restore the web application again with database attachment method.
