In order to manage users in https://dev.windows.com/ I was required to create and associate an azure account. I did this using my regular windows email and password. Now when I click to "manage users" I am taken to a login screen where it shows I am already logged in. I click that and it takes me back to "To manage users, sign in with the Azure AD account you associated with Dev Center." So I am in this absurd loop and cannot do anything.

First, please make sure you can sign in with the correct Azure Ad account. You might refer to the documentation: 

"After you associate your Dev Center account with Azure AD, you will always need to sign in Dev Center using the Azure AD global administrator account (and not a personal Microsoft account) in order to add and manage account users." 

The user name and password you use to sign in should be the Global administrator user account at the registration page.

  

When it shows you've already signed in, it's because you have logged in Dev Center with your developer account. From your second screenshot, I think you may still sign in with your Dev Center account so you come back to the page. You need to sign out and sign in with your Azure AD account to manage users.
