要手工add target加入的主机:  szhs135-or, szhs136-or, szhs167-or。 
ssa_admin 用户登陆em 12c console后， 选择"设置" -> "添加目标" -> "手动添加目标"，选择 "添加主机目标"，点击添加主机按钮。
按照要求填写一些目录及登陆权限信息后，点击部署。部署到最后一项时报错，提示如下：

总体感觉就是 OMS主机对应upload端口 4903 不能访问，可能是防火墙问题，更换了一个与EM等主机在同一个网段的机器登陆console进行操作，
果不其然，是防火墙问题，部署配置完成。
