I am unable to register a Windows Phone 8.1.  I have tried with two phones and five different PCs, but the results is always "Error logging into the Windows Phone Dev Center.  Check your Microsoft account credentials and try again."

I have tried with Windows 10, 32 and 64 bit PCs, and I even did a completely new install on a freshly formatted HDD of Windows 8.1 with only the phone SDK installed, to ensure nothing else on the PC was messing it up.  I have tried using three different ISPs and two VPNs as well.  Nothing makes any difference.  Oh, and I tried both Windows Phone 8 and 8.1 SDKs.

I am forced to believe that there is something wrong with my Microsoft account credentials.  Can you please fix it?
