I have a ClickOnce application that people are subscribing to use. The subscribers are downloading the setup file from my site and then run it from their computer. 95% there is not problem, but now two users have ran into below error. The setup program is failing with an error. The latest user managed to install it on a second computer of his.

What setting/settings in Windows can cause this problem for ClickOnce installation?
