I am getting this message trying to connect to my (two year old) Azure account with SSMS. I'm never had problems before. 
I also get a similar message when my wpf/c# program tries to retrieve data from Azure.
I have no network problems and this has been going on for days. 1433 is open. I have reinstalled SSMS (17.9.1) and Visual Studio.
Azure portal works fine. I can connect to and query my Azure database through sqlcmd.
