The never version of the Windows support apps written for earlier version of Windows. For example Windows 10 (Mobile) support apps written for Windows Phone 8/8.1(maybe also Windows Phone 7.5) . That mean you can create app for earlier version of Windows and it will run on "never versions" too.  But Microsoft can drop support for old apps since some new version of Windows.

At this moment app created by Windows Phone 8 SDK  can run on Windows Phone 8\8.1 and Windows 10 Mobile.
