Since there're  many possible  reasons and I'm not sure how many measures you have tried. So could you please confirm you have tried all the following steps one by one?

1.Enable the developer mode. Details see https://msdn.microsoft.com/en-us/windows/uwp/get-started/enable-your-device-for-development

2.Run Visual Studio as Administrator.

3.Restart your computer . If your visual studio opened it asked you whether you want to give rights to current folder and  select ok.

4.Ru n" devenv.exe / resetsettings" 。

5.检查安装Visual Studio的磁盘的文件系统属性，确认它是NTFS，而不是Fat32。如果它是Fat32，
，很遗憾  你应该在NTFS磁盘中重新安装visual studio。

5.Check the file system property of your disk where you install the visual studio, to confirm it  is NTFS, not Fat32. If it is Fat32, unfortunately you should reinstall the visual studio in a NTFS disk.
